(Full Time, Permanent Opportunity) Due to Retirement, we have an
exciting full-time opportunity available for a Fiscal Director to
join our Team. About Us -TASC: Treatment Access and Services Center
(TASC), Inc . is a drug and alcohol central intake and treatment
referral agency licensed by the Pennsylvania Department of Drug and
Alcohol Programs (DDAP) under the auspices of the Council on
Chemical Abuse (COCA), the Single County Authority in Berks County.
Originally founded in the 1980s as Treatment Alternatives to Street
Crime as part of the national "war on drugs" movement, TASC became
incorporated in 1992 and changed its name to better reflect its
mission of guiding as many individuals as possible into substance
abuse treatment services. Operating on a walk-in, first come, first
serve basis, TASC provides drug and alcohol clinical assessments to
individuals who do not possess private health insurance, or who are
publicly funded through Medicaid. Following the clinical
assessment, TASC secures funding and placement in the appropriate
level of care, namely, detoxification, outpatient, or residential
treatment. Fiscal Director Job Summary: The Fiscal Director is
responsible for all financial functions including accounting,
payroll, accounts payable, billing, accounts receivable, budgeting,
insurance coverages, grant budgets and reporting, tax compliance
and various special analysis. ESSENTIAL DUTIES & RESPONSIBILITIES
(includes, but is not limited to, the following): * Safeguard
assets and ensure accurate and timely recording of all transactions
by implementing internal audits and controls across all
departments. * Manage the day-to-day activities of accounts
payable, cash disbursements, invoicing/billing, customer credits
and collections, payroll, fixed asset records, general accounting,
and program accounting * Develop, improve, and issue timely monthly
financial records for the Executive Director and Board of Directors
* Assure financial plans are consistent with organizational goals *
Provide financial analysis tools to evaluate company projects,
programs, and capital expenditures as necessary * Work closely with
the Executive Director in the development and financial impact
evaluation of various fringe benefit programs * Interface with
outside audit firms, banks, insurance agents, and funding sources
as needed on behalf of the Executive Director * Calculate and
verify PTO hours on an accrual basis, update payroll program as
necessary This role reports to the Executive Director Job Status:

skill and/or physical or other abilities required. EDUCATION &
EXPERIENCE: ? Bachelor’s degree from four-year college or
university or equivalent combination of education and experience
with an emphasis on fund accounting ? Adheres to all applicable
federal and state laws and regulation including, but not limited
to, confidentiality, anti-fraud, and documentation standards. ?
Ability to effectively communicate with staff and funding entities.
Strong interpersonal skills. ? Ability to read, analyze, and
interpret general business periodicals, professional journals,
technical procedures, or governmental regulations; ability to
respond effectively to the most sensitive inquiries and complaints.
Effective and persuasive presentation skills on controversial or
complex topics to top management, public groups and/or board of
directors. ? Must be able to calculate figures and amounts for all
bookkeeping, payroll, budgets, statistical analysis and probability
statements. Fiscal Director must use the utmost discretion in all
presentations/correspondence and communication for staff, Board of
Directors and Executive Director. ? Strong organizational skills,
self-motivated, and ability to prioritize workload. ? Proficient
computer skills and solid knowledge of Microsoft Office (Outlook,
Excel, Word, etc.); working knowledge of QuickBooks preferred
ESSENTIAL PHYSICAL REQUIREMENTS: While performing the duties of
this job, the employee is regularly required to speak and hear. The
employee frequently is required to stand, walk, sit, use hands to
finger, handle or feel and reach with hands and arms. The employee
must occasionally lift and/or move up to ten (10) pounds and may
infrequently lift and/or move up to twenty-five (25) pounds.
Specific vision abilities required of this job include close
vision, distance vision, color vision and peripheral vision. Other:
* Requires current Criminal Background and Child Abuse clearances.
