Position Summary:
This position is responsible for planning and overseeing a wide
range of construction projects throughout The Guthrie Clinic
system. The Project Manager II will be well versed in construction
methodologies and procedures and able to coordinate a team of
professionals of different disciplines to achieve the best results
with minimal supervisory guidance. This position will manage
projects from concept stage through all phases of schematic and
design development, construction documentation, bidding
construction, occupancy and project close out to achieve quality
results, delivering projects on time and within budget. Analytical
thinking and organizational skills are critical. May supervise
Project Manager I or other departmental staff.
Experience:
Bachelor's degree in a related field plus five years experience or
a two-year degree in construction management or related field with
minimum ten years experience. May consider other combinations of
education and/or years' experience. Certifications in Project
Management, Program Management, Facilities and Construction
desired. Must have ability to read and interpret blueprints, plans
and specifications. Must have working knowledge of applicable
codes, regulations and building standards for healthcare. Certified
Facility Manager (CFM), Project Management Professional (PMP),
Certified Associate in Project Management (CAPM), CPMP (Certified
Project Management Practitioner) desired
Essential Functions:
1. Manages assigned projects from concept through design and
construction to project close out/occupancy to defined schedule,
budget and quality parameters with minimal supervisory
guidance.
2. Prepares and defines work scope, specifications and requirements
for projects. Develops conceptual budgets based upon work scope.
Packages and presents project proposals for approval.
3. Prepares various requests for pricing proposals and recommends
award to supervisor. Works closely with Purchasing in bidding,
selection and award process.
4. Develops detailed budgets and schedules; forecasts and tracks
progress alerting supervisor of any conflicts before budgets or
schedules are in jeopardy.
5. Prepares, reviews, negotiates, approves and distributes
contracts, Purchase Orders, Change Orders, Applications for
Payment, etc. for processing and execution. Utilizes software
programs as required or appropriate to accomplish tasks and to
track project expenses.
6. Coordinates permits, regulatory inspections and certifications
as necessary for compliance with all federal, state and local
requirements.
7. Oversees design and construction work effort for quality and for
compliance with documents, codes and regulations relevant to
project.
8. Integrates, facilitates and leads the work of other internal
staff including but not limited to Purchasing, Biomedical
Engineering, Maintenance, Environmental Services, Information,
Technology, Compliance, Risk, Finance, Infection Control, Safety
and Security, and Clinical Staff for assigned projects.
9. Works closely with facilities and maintenance staff. Ensures
safe and well communicated shut down plans. Maintains compliance
with ICRA, ISLM and HIPPA compliance during project execution.
10. Posses solid working knowledge of design and construction
contracts. Recommends language revisions for consideration where
appropriate.
11. Ability to challenge design and construction assumptions and
identify value-engineering opportunities to optimize project value
within the scope of the project budget.
12. Supervises Project Manager I or other departmental staff.
Prepares evaluations and development of annual goals of same.
Responsible for disciplinary action up to and including
recommendation for termination. Participates in and recommends
hiring decisions. Develops and updates job descriptions.
